The immigration agents who shot and killed Alex Pretti in Minneapolis on January 24, sparking massive protests across the country, have been identified as Jesus Ochoa of the Border Patrol (USBP) and Raymundo Gutierrez of Customs and Border Protection (CBP), according to ProPública.

According to the media, government records indicate that Ochoa, 43, and Gutiérrez, 35, were the ones who shot Pretti. The 37-year-old nurse is the second person to die at the hands of federal agents in operations in Minneapolis (Minnesota) after Renee Good, who died on January 7.

A report sent last Tuesday to Congress by the Department of Homeland Security (DHS), to which Ochoa and Gutiérrez belong, said that two of a group of eight that surrounded Alex Pretti while he was on the ground were the agents who fired the shots, but did not release their names.

The DHS information to Congress was based on an internal review of the agents’ body camera footage, which has not been made public.

According to DHS, the agents responsible for the nurse’s death were suspended while the Department of Justice reported on Friday, after intense protests and complaints from lawmakers, that it initiated an investigation into possible civil rights violations in the death.

ProPública further noted in its publication that Ochoa is a Border Patrol agent who joined that agency in 2018 and Gutierrez joined in 2014 and works for CBP’s Office of Field Operations. Both are from South Texas.

Ochoa’s ex-wife, Angelica Ochoa, told ProPública that Ochoa had long wanted to join the Border Patrol until he succeeded, and by the time the couple separated in 2021, he was already a gun enthusiast, owning some 25 rifles, pistols and shotguns.

Gutierrez is assigned to a special response team, which conducts high-risk operations similar to police SWAT units.

The Secretary of Homeland Security, Kristi Noem, justified the action of her agents and assured that they fired in a case she described as “domestic terrorism”, generating indignation.

Greg Bovino, head of Border Patrol immigration operations in Minneapolis, said that the agents tried to disarm Alex Pretti and that he resisted “violently”.

Following Pretti’s death and intensifying protests in the country, Trump recalled Bovino from Minneapolis and sent his border czar, Tom Homan, there to take over.

Following the two deaths and the incessant, massive protests, Trump ordered on Saturday, January 31, to withdraw the presence of federal agents at demonstrations in Minneapolis and other Democratic cities, but vowed that they will continue to defend federally owned facilities.

This week Human Rights Watch (HRW) said it is urgent that an independent investigation into Alex Pretti’s death be conducted, that the operations there be halted and that they be refrained from elsewhere.
