President Donald Trump acknowledged Wednesday, Oct. 29, that the U.S. Constitution prevents him from running for a third term, a reality he called “a shame.” The statement came as he was traveling on Air Force One en route to South Korea after a layover in Japan.

“I’m at my best poll numbers of any president in many years. If you read it, it’s pretty clear: I’m not allowed to run. That’s a shame. But we have a lot of great people,” Trump told reporters.

The reason is the Twenty-second Amendment (22nd Amendment) to the U.S. Constitution, which states that “no person shall be eligible to the office of President more than twice.”

This provision was ratified in 1951 following the presidency of Franklin D. Roosevelt, who was elected four times.

House Speaker Mike Johnson confirmed that he has dealt directly with Trump on constitutional limits and noted that he sees “no path” to change the amendment in time to allow a third term.

“It takes about 10 years to do it,” Johnson explained.
