HSI: ICE’s investigative arm and its role in immigration raids in 2025

When undocumented immigrants see these vests, they know what to do: run, hide or pray. These are the agents of Homeland Security Investigations (HSI), the primary investigative division of Immigration and Customs Enforcement (ICE).

Traditionally, HSI has focused on combating transnational crimes such as human trafficking, drug trafficking, child exploitation and cybercrime. With more than 8,700 employees spread across 237 offices in the U.S. and 93 overseas, HSI has broad legal authority to conduct federal investigations into illegal activities that cross borders. But since Donald Trump’s return to the White House, they now serve a different function.

Shifting focus to raids

Since January 2025, under the Trump administration, HSI has undergone a significant transformation in its operational priorities.

The division, which historically conducted complex criminal investigations, is now directly involved in immigration-related detention operations, raids and arrests.

Often in cooperation with Enforcement and Removal Operations (ERO).

This change is in response to an executive order requiring the Department of Homeland Security to organize and direct its efforts to ensure compliance with the Immigration and Nationality Act.

In July 2025, HSI participated in a joint operation with the National Guard in MacArthur Park, Los Angeles, a predominantly immigrant area.

The deployment included tactical vehicles and armed agents, generating criticism from local leaders who called it an intimidation tactic.

In addition, raids have been reported in places previously considered sensitive, such as schools and hospitals, which has increased concern among immigrant communities.

Implications for Hispanics

The intensification of raids and the expansion of HSI operations have generated fear and anxiety in the U.S. Hispanic community.

Civil rights organizations have expressed concern about possible violations of immigrants’ rights and the separation of families.
