Mexican soccer could experience historic changes this summer, after the next Liga MX Owners’ Assembly will discuss issues that will define the direction of the competition. Among the main issues are the possible expansion of the league to 20 teams for the 2026-2027 season and the definition of the return of promotion and relegation, suspended since 2020.
In 2020, the owners agreed to halt promotion from the MX Expansion League, with a promise to review the measure in 2025. However, far from pushing for an automatic return, some voices within the league are proposing to keep the system closed, following the U.S. MLS-style franchise model.
Franchise sales

Under pressure from clubs in the Expansion League, several owners are considering allowing new teams to join.
But through the sale of franchises, not through sporting merit.
This option would allow two new places to join Liga MX in 2026, raising the number of teams from 18 to 20.

This would benefit the league financially, but has generated frustration among clubs in the Expansion League, who feel that their sporting efforts are being ignored.
If promotion is not reactivated, some owners are considering selling their teams or closing operations.
In extreme cases, take your complaint to international bodies such as FIFA.
The May Assembly

The Owners’ Assembly in May 2025 will be key to defining whether Mexican soccer returns to the promotion and relegation model or consolidates a system of permanent franchises.
Also on the agenda are other high-impact issues, such as the investment fund and the future of the Leagues Cup.
Also, the coordination of international calendars and logistics for the 2026 World Cup.
Although it has not been officially confirmed, all indications are that the majority preference of the owners is to increase the number of clubs through expansion licenses.
Ruling out -for now- a return to traditional sports promotion.
If this proposal becomes a reality, Liga MX would undergo an important change of structure for the 2026-2027 cycle, expanding its market and consolidating itself as one of the most economically attractive leagues in the Americas.
