In 2025, one of the most important changes for those planning to enter the United States by land will be the new cost associated with the Form I-94 (entry/exit registration).
The federal government approved a change in tariffs effective September 30, 2025.
What is the I-94 form process like?
Until now, the fee for processing the I-94 form when crossing at a land border crossing was US$6.
With the legislative reform contained in H.R. 1 (also known as the “One Big Beautiful Bill Act”), a new tax of US $24 has been added to the existing fee.
That means that, as of September 30, the total cost to issue an I-94 at a land crossing will be $30.
Important tariff developments

It is important to note that this higher rate only applies to land border ports of entry.
Those entering by air or sea will not be subject to this new additional charge for the I-94, as that record is usually issued electronically as part of the standard arrival process.
In addition, the new fee cannot be exempted: no exemptions are contemplated under the approved regulations.
Another peculiarity is that the increase will be adjustable annually according to inflation, based on the consumer price index (CPI) from fiscal year 2026.
Beneficial resources for migrants
This change is intended to generate resources for border control and more efficient immigration processes.
Part of this revenue will be channeled to the Land Border Inspection Fee Account to cover I-94 processing, while the rest will go to the federal government’s general fund.
For those planning to cross by land into the U.S. in 2025, it is wise to take this increase into account when budgeting for travel.
