U.S. President Donald Trump’s administration withdrew, in late January and without publicly announcing it, all federal National Guard troops it had sent to Los Angeles, Chicago and Portland, following a court setback for its Army deployments to Democratic cities and states.

The withdrawal was completed on January 21, 2026, by which date the U.S. Northern Command (Northcom) claims on its website that “all Title 10 troops in Portland, Los Angeles and Chicago have completed demobilization activities.”

Neither the White House nor the Pentagon publicly announced the withdrawal, revealed Wednesday by The Washington Post.

The decision to reverse these campaigns, which the Trump administration insisted sought to combat high crime rates and support operations to arrest irregular immigrants, came after the Supreme Court in late December temporarily blocked the deployment in Chicago.

The court noted that the president’s ability to federalize the National Guard only serves in exceptional circumstances, which it understood were not present in Chicago.

The ruling was a major setback for the Trump administration’s plans to activate troops under Title 10 of the code governing the U.S. Armed Forces, which allows the president to exercise federal authority over a state’s National Guard.

The three deployments, carried out through the aforementioned title, involved the mobilization of 6,000 troops (mostly in Los Angeles) despite the opposition of local authorities, who accused the White House of behaving in an authoritarian manner.

Prior to the final drawdown, 300 National Guard troops remained in Chicago, 100 in Portland and another 100 in Los Angeles.

The Trump Administration still maintains National Guard troops deployed in the cities of Washington D.C., Memphis and New Orleans, although all were sent through separate mechanisms in which it was not necessary to federalize the troops.
