Amnesty International (AI) published this May 14, 2025 a report entitled “Dehumanized by Design: Human Rights Violations in El Paso,” in which it denounces systematic abuses against immigrant detainees at the El Paso Service Processing Center (EPSPC), located in Texas.
The report is based on a field visit conducted in April 2025, as well as interviews with 27 detainees and local organizations providing legal and humanitarian assistance.
Isolation and arbitrary transfers

The document reveals that detainees are victims of frequent transfers between centers.
This interferes with their legal processes and their communication with family members and lawyers.
One of the testimonies, from a Dominican migrant, noted:
“I have been in four detention centers in two months. Each time I am transferred my court date, my judge and the status of the case changes.”
In addition, the frequent use of solitary confinement regimes, unsanitary conditions and overcrowding are denounced.
As well as lack of adequate medical attention, food in poor condition and abusive treatment by the guards.
AI claims that these practices violate both U.S. and international detention standards.
It underscores that immigration enforcement has been excessively and illegally tightened under the administration of Donald Trump, who has reactivated mass deportation policies since his return to the White House.
Lack of legal representation

Another alarming point in the report is that many migrants do not have adequate legal representation, which violates their human rights and their right to due process.

Several detainees also reported prolonged detention without clear justification, affecting their physical and mental health.
Amy Fischer, AI’s U.S. Director of Refugee and Migrant Rights, stated:
“The Trump Administration is acting blatantly and selectively against our migrant communities, making their lives unbearable.”
