U.S. proposes Gaza plan: ceasefire, free hostages, Trump-led junta

International board would oversee political transition

The White House released U.S. President Donald Trump’s 20-point plan Monday to end the war in the Gaza Strip and define the future of the Palestinian enclave.

The plan includes a cease-fire in the Israeli offensive, the release of all hostages and the establishment of a transitional government overseen by a junta chaired by Trump himself. The United States also pledges to mediate between Israel and Palestine for “peaceful coexistence”, and opens the door to the creation of a Palestinian state.

Trump presents 20-point plan for Gaza

The Republican presented this plan to Israeli Prime Minister Benjamin Netanyahu during their meeting this Monday at the White House and expects a response from Hamas. These are the 20 points:

Gaza will be a terrorism-free zone and will not pose a threat to Israel.

2. Gaza shall be rebuilt for the benefit of its people.

3. Immediate ceasefire and gradual withdrawal of Israeli forces in preparation for the release of hostages.

4. Release within 72 hours of all Hamas hostages, both dead and alive.

5. Israel will release 250 Palestinian prisoners sentenced to life imprisonment and 1,700 Gazans detained after the October 7 attacks.

6. Hamas commits to peaceful coexistence and disarmament.

Plan includes humanitarian aid

7. Upon acceptance of the agreement, all necessary humanitarian aid will be sent to Gaza.

8. The entry and distribution of humanitarian aid shall be carried out without interference and through UN agencies.

9. Gaza will be administered by a technocratic committee overseen by an international “Peace Board” chaired by Trump himself and including former British Prime Minister Tony Blair. A reformed Palestinian Authority will subsequently take control.

10. An economic development plan for Gaza will be created to attract investment.

11. A special economic zone will be created in Gaza.

12. There will be no forced displacement and those who leave voluntarily will have the right to return, although “people will be encouraged to stay and offered the opportunity to build a better Gaza.”

13. Hamas and other factions will not be allowed to rule Gaza “either directly or indirectly” and the Strip will be demilitarized under international supervision.

Future Palestinian State

14. Countries in the region will ensure that Hamas and other groups honor their commitments and that Gaza does not pose a “threat to their citizens or neighbors.”

15. An International Stabilization Force (ISF), supported by the U.S. and Arab partners, will be deployed to train Palestinian police forces and maintain internal and border security, an area in which Egypt and Israel will cooperate.

16. Israel will not occupy or annex Gaza, will withdraw progressively to transfer control to the ISF, and will maintain a security perimeter if necessary.

17. In the event that Hamas “delays or rejects” the proposal, all of the above will be implemented in the “terror-free” areas that Israel has transferred to the ISF.

18. An interfaith dialogue will be promoted to foster tolerance and peaceful coexistence between Palestinians and Israelis.

19. As reconstruction progresses and reforms are accomplished in the Palestinian Authority, the possibility of self-determination and the creation of a Palestinian state will open up.

20. The United States will establish a dialogue between Israel and Palestine to agree on a political horizon that allows for peaceful and prosperous coexistence.

Netanyahu has accepted the plan

U.S. President Donald Trump assured Monday in a joint appearance at the White House that Israeli Prime Minister Benjamin Netanyahu has accepted his twenty-point plan to achieve peace in Gaza.

It envisages a transitional government without Hamas overseen by a board that Trump himself would chair or the future creation of a Palestinian state.
