Lawson had a disappointing performance in the first races of the year, failing to advance from Q1 in Australia and China.
In Shanghai, he abandoned the race after a crash in wet conditions.
In contrast, Tsunoda has had a solid start to the season, reaching Q3 and scoring points, as well as being backed by Honda, Red Bull’s engine supplier.
The decision was reportedly made after a team meeting in Dubai.
