A group of prominent pro-immigrant organizations filed a federal lawsuit this April 1, 2025 against President Donald Trump’s administration over a new rule requiring undocumented immigrants to register and carry proof of registration at all times.
The complaint was filed in a District of Columbia court by entities such as CHIRLA, ACLU, UFW, CASA and Make the Road New York, alleging that the policy promoted by the Department of Homeland Security(DHS) is unconstitutional, discriminatory and designed to force self-deportation.
What does the measure consist of?

The new regulations require millions of immigrants without legal status to formally register with the federal government and provide fingerprints and other biometric data.
In addition, they must carry a registration certificate.
Those who fail to comply could face fines or even jail time, turning a civil matter into a possible criminal offense.
According to statements by the Secretary of Homeland Security, Kristi Noem, the objective is “to create pressure so that those who are in the country illegally decide to leave on their own”.

The plaintiff organizations claim that the regulation is not only opaque and confusing, but also violates due process, as it has not been subject to public consultation or regulatory review.
