No charges filed against federal agent who shot Ruben Ray Martínez

A coroner’s jury dismissed charges against a federal immigration agent who shot and killed a young American man during a traffic stop in Texas.

As reported by local media, the Cameron County district attorney’s office said in a statement that a grand jury decided not to file charges, without going into further details.

Ruben Ray Martinez was killed on March 15, 2025 by an agent of Homeland Security Investigations (HSI), one of the two operational arms of Immigration and Customs Enforcement(ICE) during a traffic stop on South Padre Island in South Texas.

Martinez’s death had not been acknowledged until now by the Department of Homeland Security, which oversees ICE, until internal agency documents about the incident were released last week by the NGO American Oversight.

The Government then explained that Martinez attempted to “intentionally” run over one of the officers who stopped his car, prompting another officer to fire “defensive shots to protect himself, his fellow officers and the general public.”

Martinez was in the car with another young man, Joshua Orta, who died last week in a traffic accident and had rejected the government’s version in documents provided to lawyers for Martinez’s family.

According to Orta, Martinez received different instructions from the officers and did not attempt to run over any of them, according to The Washington Post.

Martinez’s death is the third death of a U.S. citizen at the hands of an immigration officer to be made public during President Donald Trump’s term in office, Agencia EFE reported.
