U.S. Travel Alert: Only Campeche and Yucatán Safe in All of Mexico

The U.S . State Department maintains a travel alert for Mexico in August 2025 that classifies entities by risk levels.
Only Campeche and Yucatan appear in the lowest level, Level 1 – “normal precautions”, considered safe for U.S. visitors.

The rest of the country is placed at Level 2 – “exercise extra caution”, due to the presence of violent crimes such as homicides, kidnappings, armed robberies and vehicle thefts. This includes popular tourist destinations such as Mexico City, Baja California Sur and Quintana Roo, where Cancun, Playa del Carmen and Tulum are located.

Some areas, particularly Tamaulipas, remain under Level 4 – “no travel”.

Authorities warn about the high incidence of serious crimes, kidnappings, armed confrontations and the risk of improvised explosive devices in border areas such as Reynosa, Rio Bravo and San Fernando.

In these locations, consular assistance for U.S. citizens is extremely limited, and U.S. government employees are prohibited from traveling except in exceptional cases.

The travel alert also mentions a possible risk of terrorist-type violence, although official reports do not confirm the active operation of international terrorist groups in Mexico.

The term refers mainly to violent attacks organized by criminal and armed groups that may endanger the population and tourists.

Limitations on emergency services

The State Department warns that, in remote or rural areas, emergency services may be limited or non-existent.

This means that, in the event of an accident or risk situation, the response capacity of local or consular authorities could be compromised.

Avoid traveling to states with a Level 4 alert.
In Level 2 areas, stay alert, use safe transportation and avoid carrying visible valuables.
Learn about local conditions before you travel.
