Outrage in Charlotte: young Ukrainian girl killed on train reopens debate on public safety

The brutal murder of Iryna Zarutska, a 23-year-old Ukrainian refugee in the United States, shocked Charlotte and reignited the debate about safety in urban public transportation.

The attack occurred on August 22, 2025 on the Charlotte Area Transit System(CATS) Blue Line train, when the victim was stabbed for no apparent reason by a man with an extensive criminal history.

According to the Charlotte-Mecklenburg Police Department (CMPD), Zarutska was riding in a railcar when 34-year-old Decarlos Brown Jr. pulled out a knife and stabbed her directly in the neck.

Witnesses reported that there was no prior interaction between the two.

The young woman died on the spot, while Brown was arrested when he attempted to flee without a valid ticket for the trip.

Images released by authorities show the assailant leaving traces of blood on the carriage as he left the scene.

Court records in Mecklenburg confirmed that Brown had at least 14 priors.

Including robberies with a weapon and burglary, in addition to having served a six-year sentence.

Even this year he was arrested for misuse of the 911 system.

Following the murder in Charlotte, the judge in the case ruled that he remain without bail and ordered a new mental health evaluation.

Crime became a major political and social issue.

Mayor Vi Lyles called the incident “heartbreaking” and asked for respect for the family’s privacy, while promising to reinforce security measures.

CATS management confirmed that additional surveillance personnel will be hired, camera monitoring will be reinforced and a mutual aid agreement will be implemented with the CMPD to increase police presence on trains and buses.

The plan will be presented to the City Council this month.

The Blue Line, with more than 15 miles in length and more than 25,000 daily riders, is the backbone of transportation in Charlotte.

Although official statistics show stability in serious crimes in the last two years, the perception of insecurity has grown.

The Zarutska case marks a before and after:

Community organizations and users demand that security protocols be adapted to the new reality, including more police officers at peak hours, fixed assistance points at key stations and passenger information campaigns.

The murder not only left a void in the migrant community and Zarutska’s family, but also became a wake-up call to rethink safety in public transportation systems in growing cities like Charlotte.

The investigation is still open, as local authorities seek to prevent such a tragedy from happening again.
