The Texas Department of Public Safety (DPS) announced on September 30 a measure restricting the issuance of driver’s licenses to certain migrant groups.

This new policy primarily affects asylees, refugees, and those who are part of the Deferred Action for Childhood Arrivals (DACA) program. Here’s what we know about Texas immigrant licenses.

What is DACA and who is excluded?

DACA is a federal program that temporarily protects those who came to the United States as minors and lacked legal status.

However, under this new Texas measure, those who are beneficiaries of this protection or are in the process of obtaining it will not be able to secure or renew a state driver’s license.

Also, asylees and refugees will not be able to access these licenses under the current restriction, impacting thousands of people living and working in Texas with temporarily protected status.

Reasons for the restriction

According to the official statement from the DPS, the main intention is to limit the number of people obtaining licenses, mainly those who use vehicles to transport goods or passengers for commercial purposes.

This change went into effect on September 29, and the authorities insist that the measure seeks to “safeguard safety on Texas highways”.

English tests for commercial drivers

The Texas measure is also in response to an order from Governor Greg Abbott, who instructed DPS agents to test English proficiency among drivers of trucks and other commercial vehicles.

For this reason, the state Department of Transportation may subject these drivers to an English language test, out of concern that communication problems may pose a risk to road safety.

Political support for the measure

The restriction has been publicly endorsed by President Donald Trump, who has expressed his view that ensuring highway safety and limiting the participation of certain migrant groups is part of his political and administrative priorities.

Impact for migrants and communities

This decision generates uncertainty and concern among the affected migrant communities, who depend on the driver’s license to work, access services and carry out their daily activities.

Legal and social consequences

Analysts and human rights advocates warn that this measure may aggravate the vulnerability of migrants, hinder their integration and place many people in precarious legal situations.

In addition, limitations such as this can affect the state’s economy, since a large number of migrant workers depend on transportation to perform their jobs.

National context

At the federal level, immigration policies continue to be debated, with the Trump administration pushing for budget increases for security and border control, while states such as Texas implement restrictive measures of their own.

This double pressure paints a complex picture for migrants and their families, who face both legal and operational barriers in their daily lives.
