Gregory Bovino, the Customs and Border Protection (CBP) commander who has led the massive raids in Los Angeles and Chicago, was charged with violating a court order that temporarily bars him from using certain tactics to suppress protests or impede news coverage of the operations in Illinois.

The complaint was filed Thursday, Oct. 23, in the court of Judge Sara Ellis, who had issued a temporary restraining order issued Oct. 9 that prohibits federal agents from arresting, threatening to arrest or using physical force against journalists and protesters unless there is probable cause to believe the person has committed a crime.

Bovino was caught on video throwing several tear gas canisters into a crowd during a confrontation between federal agents and protesters in Chicago’s La Villita, a predominantly Hispanic neighborhood.

The video, which was streamed live on Facebook, was recorded amid a protest on the second day of immigration raids in the Hispanic neighborhood that resulted in at least half a dozen people arrested in the raids, including a 16-year-old U.S. citizen, according to authorities.

The images show Bovino, in uniform but without a helmet, throwing at least two tear gas canisters into the crowd of protesters over the heads of other officers.

Judge Ellis ordered Bovino to testify along with CBP Deputy Chief Daniel Parra and former Immigration and Customs Enforcement (ICE) Chicago Director Russell Holt about the agents’ use of force during the immigration crackdown in the city.

Bovino’s name is also well known in Los Angeles, where he led the immigration crackdown last June.

The commander conducted a raid outside a precinct where California Governor Gavin Newsom, a Democrat, accompanied by dozens of local leaders, was speaking out against the massive raids and presenting his congressional redistricting plan.

Agents led by Bovino arrested at least one person in that operation.
